The government of Armenia has selected Random Systems International to build the centralized monitoring system for the country's licensed gambling sector. The Malta-based provider will launch the digital analysis platform in January 2027.
Regulatory Framework and System Functions
Eduard Hakobyan, chairman of the State Revenue Committee, confirmed that Random Systems was chosen from three bidders following the adoption of the Law on the Regulation of Gambling Activities. Hakobyan highlighted the provider's "relevant experience" in neighboring Georgia. The new framework mandates real-time recording of all bets, granting the State Revenue Committee direct access to data.
The system will also enforce responsible gaming rules and apply restrictions for vulnerable players and state employees. The regulatory framework stems from legislation introduced in 2024.
Random Systems International, registered in Żebbuġ in 2018, will operate the system through a local subsidiary. The company is currently managed by Marc Galea, with Bulgarian firm Savoir Consulting Ltd listed as the majority shareholder. Random Systems Consulting, a separate entity owned by former Maltese regulator head Mario Galea, clarified that it has no ownership or management involvement in the winning bid.
Mario Galea and Random Consulting exited Random Systems International in November 2022. The oversight system will remain in place for 15 years after its 2027 launch.
